Speak at San Diego City Council

City Council generally meets weekly Mondays 2 pm and Tuesdays 10 am, continuing at 2 pm after a lunch break.

Check the meeting agenda for item(s) you want to speak on. During Non-Agenda Public Comment, you can speak about any topic not on the formal agenda. On Mondays it is at the end of the meeting and on Tuesdays at the beginning of the meeting and at the end.

Check if the agenda item(s) are placed under the Consent Agenda (where multiple agenda items are grouped together to vote on all at once). If so, be ready to speak when they announce they will discuss the Consent Agenda, since they will not announce those items separately.

Speak in person

Fill out a speaker slip at the entrance to Council Chambers. Indicate the item you wish to speak on. Submit it to the Clerk at the box near the speaker’s lectern at the front of the room.

How to speak

When the Clerk introduces the item you would like to comment on, raise your hand by either tapping the “Raise Your Hand” button on your computer, tablet, or Smartphone, or dial *9 on your phone. People are taken in the order in which they raised their hand. Follow the same process for the Consent Agenda (if your item(s) are contained within that) and for Non-Agenda Public Comment.

When the Clerk indicates it is your turn to speak, unmute by tapping the Unmute button on your computer, tablet or Smartphone, or dial *6 on your phone.

Submit a Written Comment

Use the webform (scroll to bottom of page) indicating the comment type and  item number (if relevant). 

Comments received by 12:00 PM for Monday meetings and 8:00 AM for Tuesday meetings the day of the meeting will be distributed to the City Council and posted online with the meeting materials. Comments received after these deadlines the day of the meeting but before the item is called will be submitted into the written record for the relevant item. All webform comments are limited to 500 words but may include attachments.
